When I work with computers, I have two Windows 8.1 stations - in different areas of my building.

I often desire to make changes or additions to my DVD Profile database from either computer.

Can I "reach" the computer with the database on it from the computer who only has the application?

I ordered a new DVD Profiler 3.0 yesterday with my PayPal account because I could not locate my 2.0x key for a free update. It is a good product - I do not mind paying again

However, I still have no Registration Key for 3.0.

How long is the wait to get this?

Try this.
No dictator, no invader can hold an imprisoned population by force of arms forever.
There is no greater power in the universe than the need for freedom.
Against this power, governments and tyrants and armies cannot stand.
The Centauri learned this lesson once.
We will teach it to them again.
Though it take a thousand years, we will be free.

Alternatively you could just open a remote desktop connection to the "main" computer.

Some company networks block this feature by default though.
