Country of Origin question

The rules say to add countries of origin based on studios. I am auditing a title now (Fright Night 2: New Blood) that was obviously shot in Romania, has a mostly Romanian crew, lots of Romanian actors, and mentions "Romanian Extras Casting" in the credits.
The only thing is, their is only one studio assigned to the whole picture (20th Century Fox Home Entertainment, as American as it gets). So the question is:

What CoO's should I include? Per letter of the rule it would be USA only, but common sense tells me USA and Romania. Should I add Romania?

20th Cebtury Fox Home Entertainment is not a studio nor a production company, they are a media company...Blu-ray/DVD distributor in this case.

Research shows that the actual production company is Gaeta/Rosenzweig Films.  Is that not mentioned anywhere?  Not that it matters, now that I do further research, they are based in Santa Monica California, so it would still be US as CoO.

Edit: this situation...mostly Romanian crew and extras...is not unique as many production companies, that shoot on location, will use local talent as a way of saving money.

Opening credits state 20th Century Fox Home Ent., end just 20th Century Fox but no other company is mentioned at all (except for effects studios). Even the copyright says 20th C F on the end of film small print.

I already submitted without Romania, now the profile just needs some better scans than I could produce.

Leading to one last question, should I change the studio to just 20th Century Fox per the end credits even though opening clearly have the "Home Entertainment" part included?

Is it a direct to video release?  If yes, I would leave it as is.

Yeah, if imdb is correct on this it is DTV, and the earliest release date is the same date the BD came out. Thinking back, I'm 99%+ sure it never went to any theaters or even festivals.
