are film festivals counted as theatrical release for a Prod. Year.
I got a film that was showed at a film festival in 2009. Then at a festival in 2010. then released on DVD in 2011.

If the film festivals are open to the public, I would say yes.

If the festival was the only theatrical showing, then I don't see a problem with it.
No dictator, no invader can hold an imprisoned population by force of arms forever.
There is no greater power in the universe than the need for freedom.
Against this power, governments and tyrants and armies cannot stand.
The Centauri learned this lesson once.
We will teach it to them again.
Though it take a thousand years, we will be free.

Things like these are exactly why I use the date in the end credits. Locally of course, but at least it's easy to verify.
