I just contributed a change to an old entry, as I discovered that the cover scans were missing and I had that release. After doing that, I decided to go look to see what new contributions there were to vote on, only to discover that I'm only allowed to vote on updates to stuff that I have in my database and only then if I upload my database.
Who votes on new entries? There is nothing in the contribution voting tab about that at all. Actually, there is very little there on how the voting process works. And no one can vote on an initial contribution (an online profile that does not yet exist).

The screeners will usually check for whether a contribution follows the Rules (mostly the data coming from the correct/legitimate sources) and for any obvious blunders. The voting process allows other profilers to review the changes and make their opinions known. In the end, no matter the vote outcome, the screeners will make the final decision as to whether the profile is accepted or not. In the case of an initial contribution (not in the db yet), the screeners make the decision on their own, without the benefit of voting. Why not have new contributions made available for viewing, so that those contributing can first look to see if it is already contributed? How many duplications are there for new releases?
