the rules arent as clear as they should be in my opinion:
Rating
Use the Rating shown on the DVD cover. When there is no rating, or an unrated version of the film on the disc, use the NR rating. Use the “Adult” rating for all Adult films.

Enter rating details as shown, excluding the rating itself and trailing period. e.g. "Rated R for sci-fi violence and brief language." is entered as "Sci-fi violence and brief language". Obtain the rating details in order of preference from:

DVD case, usually on the bottom rear
Rating page displayed on-screen
Filmratings.com, or the equivalent region-specific ratings information website

so shouldnt the rating details be capitalized if its that way on the case?

Just the first letter of the first word gets capitalized. But you don't have to worry about how you type it... as Ken added a filter to put it in the format he decided on.

Type it however you want... when you contribute it the filter will automatically put it in the format Ken decided on.

And how should that be decided on? Is it depending on the rating locality?
Not with all languages you can simply capitalize the first letter and make the rest small. German for example, all nouns get capitalized.

This has nothing to do with any rule of writing.  This is simply for display purposes.

I am curious about one thing.  You say all nouns are capitalized.  If I write, "John took the glass of water and put it on the table," the words glass, water and table would all be capitalized?
No dictator, no invader can hold an imprisoned population by force of arms forever.
There is no greater power in the universe than the need for freedom.
Against this power, governments and tyrants and armies cannot stand.
The Centauri learned this lesson once.
We will teach it to them again.
Though it take a thousand years, we will be free.

It's more readable if only the first word is capitalized.

From the way I understand it... yes it is for all languages. As Unicus stated it isn't about any of the rules of writing in any language. It is no more then how the data is displayed in the field... at least for the main database. You could format it however you like locally and then lock it with the ratings lock. (Yes I tested this)

Not all cases ... some cases show it mixed case.

Yes, that's how the German language works.

I personally feel that it should be exactly as the cover so that it ties in with other rules.
