In Baseball, a runner is "out" if he or the first base plate is tagged (= marked by a opposing player holding the ball) before the runner gets there. Since the rule says "before", in a case when the runner reaches first base at the exact same time as the tagging takes place (= tie = no one wins) that tie could be ruled to favor the runner, not the tagging.

But, in those rare cases where you actually have an on field ruling for a tie, yelling at the umpire that "ties go to the runner" won't get you very far, probably even sent off the field (depending on the amount of yelling involved).
