I can understand the logic for keeping the notes of declined submissions, but not when the submission was never actually completed.
How about as a compromise, a time limit: any contribution withdrawn within 24 hours is erased completely. |

Sure we will get some that will be withdrawn and that be the end of it... but as much as I seen people withdraw... try again... withdraw again... try again... as many times as they feel it will take.
