I was just wondering if there is a way to change the color of the "Help Text" Pop up menus when putting your cursor over a Toolbar button.
The blue is so bright, I can't see what the messages say.

I would honestly suggest sorting out the colour balance on your monitor if you have trouble reading black text on a background that is 'too bright'; or maybe the resolution if the text is too small to be properly represented (is it an LCD running at non-native res?)

Does changing the 'theme' help?

BTW, don't vote on any cover images in the meantime...

Yeah, I'd check your monitor settings - the help windows background is only supposed to be a very pale blue. What do whites look like on your monitor?

OOPS. I figured it out.
I use "Windowblinds" for my windows XP themes, and the one I WAS using, uses White text. So, I just had to change my theme to one that uses Black text.
