Not all HK DVDs have ratings. Most of the ones like your example are sold across a few Asian countries including HK, so adding them under the HK locality is fine.

I don't know about that but wouldn't be surprised if it amounts to no more than a sticker across the back that CD-WOW have either removed or they or their supplier have not put on, like this Region 3 Malaysian release I have of CONSTANTINE that I got from AxelMusic:



I have a Hong Kong release of The Office: Christmas Specials which has no rating, is in PAL not NTSC, and has a UK BBFC rated disc inside the case:



The R3 Army of Darkness is sold in Hong Kong and also bears no rating:

That is correct. Those DVDs with the blank UPC field and the strange number inside are used in several countries. Not sure about HK, but in Taiwan they add a sheet of paper that covers the back and wraps around to cocer a third of the front, where the description is in Chinese, the rating is shown, etc. Also the local UPC is on that sheet. I often add them by Disc-ID, so that I can find the profile which is used by a larger userbase.

Besides, all Thai DVDs have to have the legal seal, that attests it's an original copy. So it's dead easy to spot a Thai DVD.



It's not clear on the pic - photographer's fault -, but until about 60% (with the 2 thai text boxes on top of the other) it's printed in the DVD box. From there to the right it's a sticker with the seal (a bit dim, bad photographer again) and the registry number
