It's very common that the archive offers bad covers even with wrong UPC [...]. How those covers have been accepted????

This usually happens when the profile has it's initial contribution.
Someone copies the data from another profile and "forgets" to change the coverscans. This happened to me too once or twice.
Initial contributions don't have an evaluation process and are usually processed within a few hours. I seriously doubt that the screeners check every new contribution.

Especially I feel sorry for Fiinnish users because I have hundreds of better covers but I don't anymore bother contribute them because it's so frustrating to see this neurotic rule game without common sense.

For sharing Re-Release covers we have this thread by cvermeylen.
It all seems so stupid, it makes me want to give up!
But why should I give up, when it all seems so stupid?

Not at all true, Mr. V. It happens all the time that covers and changed and the UPC is NOT.

Which is why I called those re-issues, not re-releases.  The Terminator series have had a lot of re-releases; new covers and UPC codes.

(...) 2nd note: I do not contribute 2nd edition covers.

And THAT is clearly not following the Rules, Rho, either in spirit or in fact.

How's that? How can my preference for good quality 2nd edition scans over bad quality 1st edition scans be breaking the rules without contributing them? How can my local database break any rules?

Because 2nd Edition Rho, are NOT Original releases...DUH!!! And you can call your differences minor, because to you they are, but to me or others they are not minor, a change in the cover is a change and is significant. The rules provide for ORIGINAL releases, not re-prints, re-issues, 2nd Editions or whatever you want to call them.

While all of that is true, if he is keeping them local, and not contributing them...which is what he said...how is he breaking the rules?

That's the way it has to be then if you don't want to play by the rules. I prefere correct covers with less quality over incorrect with HQ any day.

IMO covers from 2nd editions where the only change is a small logo, a hologram, a cover copyright year, or something similar small are as good as the first release and I do accept a good quality 2nd edition cover scan any time over a really bad first edition one.

Note: I'm not talking about covers with completely different cover art and content which are typical for "real" re-releases. I'm talking about the small changes which are made from pressing to pressing.

2nd note: I do not contribute 2nd edition covers.

Perhaps I read Rho wrong, but it sounds to me like he would vote Yes, which would not be consistent with the Rules.

While I didn't read it that way, because he said he would accept them, I can see how it could be taken that way.  Confusion abated.

And how does that matter when I'm not contributing my local scans?

I thought I was clear in how I understood your original writing. Of course, it doesn't affect your local in any way, but that is not what I understood you to be saying as I noted.

I have not said anything about my voting habits in this thread. But on most contributions, I do vote neutral because I trust the user but am to lazy to double check. If I get suspicious, I do double check and vote according my check.

For cover contributions, I vote according to my aesthetics when there is no suspicion about the correctness of the cover. Otherwise I may vote no or neutral for whatever reasons.

But even if the cover of the contribution is from a 2nd edition, I may take that chance to copy the scan from the voting screen into my local database, if the new scan is of much higher quality.

I thought I was clear in what I have written and what I have not written.
But in order to add a new statement: I would welcome a rule change which would allow the contribution of re-release cover scans, if the difference would be small enough. The voters and screeners could decide what is close enough.
