I don't disagree with you as, every once in a while, they are hard for people who do speak english to understand.
No dictator, no invader can hold an imprisoned population by force of arms forever.
There is no greater power in the universe than the need for freedom.
Against this power, governments and tyrants and armies cannot stand.
The Centauri learned this lesson once.
We will teach it to them again.
Though it take a thousand years, we will be free.

To be precise, I think they often go in too much details that make them difficult to use (and impossible to understand for people who don't speak english). I dream of a simplier system where the voting system would be used to "judge" the quality of the contribution, just through the common sense which should be the opinion of the majority.
But I also know that this opinion is not OK with people who post in the contribution forum. What about the silent majority who use the program and never contribute ??? I don't know the answer, but I think the question have sense...

What about the silent majority? Would they voice their opinion in the voting system so that the opinion of  the majority would ensure quality in your vision? I don't have an answer either.

Just like with politics.  If you don't vote in the election (or in this case express your opinion in the forum) don't complain about the outcome.  You earn the right to complain by voting (or expressing your opinion in this case).
