True.  In THE SOUND OF MUSIC film, the two new songs ("I Have Confidence" and "Something Good") have both music and lyrics by Richard Rodgers only.  If we adhere strictly to the rules, Oscar Hammerstein shouldn't be credited at all.

Now we've heard the pros and cons: can we have a voting, what the majority thinks? Maybe with the current pending example Love and Marriage for Married with Children...

I guess I'll stick my neck out on this one.... 

In viewing the closing credits for several episodes of Married With Children, they are shown as:

"Love and Marriage"
Music and Lyrics by
Sammy Cahn
and
Jimmy Van Heusen

Although it is obvious by listening that the song is the theme, there is no actual "Theme by" credit defined. 

So for now, I think to interpret this as a "Song Writer" credit, and according to The Rules, NOT VALID as an Original Song written specifically for the series. 

Also, I would like to see the Contribution Rules updated so that the "Theme by" credit is also stated that it must be an "Original Song written specifically for the film or series", so that there is more guidance here and no controversy.

The CSI franchises also use a song by The Who - Pete Townshend writer and no mention of Theme. Already received no votes and denial on the contributions of 12 out of the 65 I did. So even the screeners are not consistent.
