Is it a Slip cover? The answer is no. I'm not dismissing your question or POV but that is pretty much what it boils down to IMO. So just what kind of cover is it? Because if it's not part of the cover we shouldn't be scanning it. And if it is part of the cover, it should be so noted. Maybe custom if nothing else fits. But just ignoring it doesn't make sense, unless we really ignore all of it including scans.

Imo, slip cover is the closest thing we have of noting this correctly. It's not perfect but better than nothing. 2/3 isn't overwhelming, and I'd disagree, doing nothing is better than putting bad information into the database. It's a J-card.
