That's possible, but the evaluator is supposed to notify me when that happens since declining after approval does not undo the approval - I have to do that manually. There was no notification, so the result is approval, regardless the order. Since the time differential is large, it looks like it just got processed twice and the second time it showed up with no differences since the approval had already happened.
