ANSI supports a few special letters but not that many (basically the ones of the major Western countries in the early nineties).

I'm a technician, so:
a) ANSI is not a valid specification, but a standardization institute

c) What Microsoft calls ANSI codepages are modified ISO-8859 character sets (Microsoft wouldn't be Microsoft, if they'd care for standards
d) The answer I tried to get, was, if the online database uses the Windows-1252 code page - since the only accountable base for contribution is the online data base...
e) UTF-8 still would not work any better since it is only another 8bit character set. It's a more modern subset of Unicode. Only UTF-16 or, if we really think about Asian character sets, UTF-32 would be an improvement. But the problem of some type of commen sense wouldn't be addressed by the code set, since most users here simply can not read Asian characters...

Well, I linked to the ANSI code page. But it's easier just saying ANSI when you're talking about code pages anyway.

You need to read up on how UTF in all its variants actually works. UTF-8 and UTF-16 have different use cases but they can represent all the same characters.

Both these pages are delivered in UTF-8 and methinks these guys know what they're doing:

Yes, seems that there are only characters out of Windows 1252 code page.

The critical characters, which I'd need for In the Land of Blood and Honey, are included in code page 1250 only: c and C with a caron, the small d with a stroke and the c and C with an acute

I submitted the profile without these characters...

No; you are not alone... I do like the look of it but I hate it when 'clever' typesetting means I can't actually find a film in online. It sort of defeats the purpose. Locally it's not so bad as IIRC search also checks either Original and/or Sort title which usually means I can find thinkgs in my own collection.

Just for the record... the online searches the original title as well... it has for quite a while now.

I search for Taxi 4 and T4XI still shows up...
