Try creating an account on the machine and give yourself administrator rights. It sounds like a rights issue to me but given that your setting changes don't stick Im guessing that you have Guest level rights associated with your account.

As you are the only user on this computer I think you're running as Computer Administrator. you could check the user account as follows:
Create and customize user accounts
Sources for one or more of the changes and/or additions were not submitted. Please include the sources for your changes in the contribution notes, especially for cast and crew additions.

I had this exact same error on an upgrade from 3.03 to 3.11 today.
There were NO user.dat or user.idx files in my default location.  I copied the files from :
C:\Program Files\DVD Profiler\DatabaseTemplates to my default location ran a repair and this seemed to fix the problem.
