You are right: when you vote, you should vote by the Rules. But is "Neutral" really a vote or is it rather a "non vote" choice? 

Besides, there is not only black and white, . If I am in doubt whether a contribution is correct and legal, or not,  I may click on Neutral, and I would like to explain why. My "neutral" feedback might even be useful to the contributor, who might want to edit the contribution and add some more explanation.

I agree with that. There can be reasons to vote Neutral, other than you do not really want to vote.

This would only be valid if there could be no varying interpretation of the rules. Can you truly say that nobody disagrees with what the rules mean?

And if yes votes were all compulsory then why not have the first person who sees a contribution just tick a box to say whether or not it obeyed the rules and block all further voting?

I have voted for the option to be able to leave this new comment.
