Unfortunately, you have to use some tool to decrypt the Blu-ray encryption, so that you can see in to the streams.
You may want to check out DVDFab HD Decrypter.
It claims to be free for dumping Blu-ray discs to hard drive (after the main trial licence expires), although I have not used it myself.
Interestingly, the screenshots of the GUI shows audio channel information, but I don't know if it shows the "Surround" flag or not.

Update
Okay, I installed it and it does do what it says
I dumped my Scott Pilgrim vs. The World Blu-ray, and BDInfo can then correctly inspect the streams for bitrate and Surround.
However, it took about 1.5hrs to dump the Blu-ray.
What ANYDVD HD does allow is on-the-fly decrypting of the Blu-ray discs, so that really helps: no waiting 1.5hrs to analyse the disc, and no need for 45GB of disk space.
Annoyingly, I couldn't see the full audio information in the GUI before copying to hard drive, so couldn't use it to inspect the "Surround" flag without copying to hard drive.

When trying to use BDInfo against the encrypted Blu-ray, it reports an error reading the stream and hints that the disc may be copy-protected (i.e. encrypted).
If I remember correctly, the Playlists on the Blu-ray are no encrypted, while the stream files are: this is why BDInfo can show some information on a copy-protected Blu-ray, but not stream details.

Also - apologies to anyone on whose contribution I voted NO based on my ignorance on how BDInfo should be used.
Perhaps I'll resubmit my Sense & Sensibility contribution.

Hello,

this time let us stay civil about the Stereo - Surround discussion.

I recently discovered the BD-Info Tool, which is a freeware tool that tells you everything about a Blu-Ray.
...

I have to say this post and all the subsequent ones surprised me quite a bit.

Some time ago, I undertook to retrofit both DVDInfo and BDInfo into a single tool and intergrate them with DVD Profiler.

So I spent several weeks coding, fixing bugs and adding other code samples I found out on the internet. I then submitted the tool to the community and several people tested and help resolve further bugs. Up to this point, I thought I had created a useful tool. I am completely surprised that nobody here has even noticed. Or maybe somehow it has been found lacking. What a disappointment that would be ...

But just in case, it is called DVD Profiler Contribution Assistant. It runs in both standalone and plugin mode. It attempts to synthesize all of the BDInfo and DVDInfo technology with other tools, and provides an automated retrieval of metadata from a DVD or BD, and will then automatically create an initial profile directly inside DVD Profiler.

I would appreciate knowing how / why DVDPca is deficient, requiring this thread which basically is focused on solving the same issue. Has anybody here tried DVDPca and found problems? By definition plugin developers make a commitment to resolve problems and bugs, so if you find errors in the metadata that are systemic, I can fix them. Obviously I cannot resolve any contribution rules arguments or disagreements about interpretation - but if the metadata in on the DVD or BD, I claim that DVDPca accurately finds it - or at least that's the goal.

There isn't much point in me continuing with this project if nobody is using it. I do have other enhancements planned.

It's just resurfaced, and personally I haven't looked at Blu-ray scanning for about that long as well, so apologies for missing the release of your own tool.

I've just taken a look, and kudos for bringing the scanning together in to one neat package

But, I would say it doesn't exactly fix the issue that we are discussing
1) It requires AnyDVD HD to be running so that it can see the Dolby Surround flag
2) It silently ignores the fact that AnyDVD HD isn't running, which means the audio stream information doesn't contain bitrates nor [the discussed] Dolby Surround flag indicator
3) It doesn't change the audio language from "2-channel stereo" to "Dolby Surround" when the Dolby Surround flag is present in the stream

It could work with another decrypting tool if it could read the Blu-ray disc contents from a folder, rather than just offering Disc Drives That would resolve the requirement of AnyDVD HD, and people could use free tools for the decryption.
A warning that the disc is encrypted/copy-protected would be wise, so that people know the information they are gathering is not entirely complete, in particular their inability to see whether the Dolby Surround flag is present in the audio streams or not.
And updating the audio language to Dolby Surround when the Dolby Surround flag is present would be the icing on the cake, as it were

Geez I need new glasses, sorry about that ... I didn't get past May 3 ...

I'll read the rest of your post for any other ideas. Just wanted to post a quick apology for my mistake ...

Ok, I looked at the suggestions. Thanks, all valid and noted. I'll see which of them I can implement, as soon as possible.

Is Dolby Digital 2.0 the same as Stereo now?

If you select "Dolby Digital" as the audio format in DVD-P, then it offers "2-Channel Stereo" but not "2.0".
So you can only select "Dolby Digital 2-Channel Stereo", not "Dolby Digital 2.0".

What we are interested in here is the case where the "digital" stereo signal has the "analogue" Dolby Surround encoding within it
It's not 4.0, as they aren't discrete channels: it "steals" bits of L & R to make C & S (yes, massive simplification!)

No, it could be 2.0 mono, but then we would enter it as Mono.

I have been making changes to address these good suggestions. So far, here is where I am:

- Detects if AnyDVD is running and provides warning if not.
- If surround flag is detected when 2 channel stereo is indicated, the audio language is set to Dolby Surround. Currently, I can only do this for Blu-Ray. I haven't figured out how to do it for DVDs yet.
- Fixed a couple of bugs relating to unrecognized audio languages and unsetting of feature flags on existing profiles.

Not done, so far:
- No notification of encrypted or not. I'm not sure if I will ever do this.
- No support for scanning disk folder of DVD/BD files.

I am also trying to figure out how to improve recognition of "Audio Descriptive" streams.

Sounds like good progress
I think if you can detect if AnyDVD HD is running and warn on that, then the need for detecting encrypted disks is not really necessary: I am not sure if any other application does real-time decrypting like AnyDVD.
